By road, Chandler is about 11 miles from downtown Tyler, though it sits in Henderson County. Athens, the other Henderson County town on this site, is 35 miles from Tyler. The 2020 Census counted 3,275 people in Chandler. Below is what we could and could not confirm about the city’s rules, its housing and the county’s soils.
Why can’t you find Chandler’s building rules online?
They do not appear to be posted. Chandler’s code is not on Municode or American Legal, where Athens, Tyler and other nearby cities publish theirs. The home page of the city’s own website, chandlertx.com, showed only an old sports camp notice. Call City Hall at (903) 849-6853 instead.
Every official source we found lists only a post office box for City Hall: P.O. Box 425, Chandler, TX 75758. The same phone number reaches the City Secretary, who is also the city’s floodplain administrator, according to the Texas Water Development Board. Chandler takes part in the National Flood Insurance Program.
Questions for that call: Which building code edition does Chandler use? Does foundation repair need a permit, and what does it cost? Does the city want an engineer’s design or letter? Who inspects the work? Then have the company show you, in writing, that it made the same call.
What are Chandler’s homes like?
About half date from 2000 or later. The Census estimates 1,833 housing units in Chandler for 2020 to 2024: 49.2% built in 2000 or later and 26.7% before 1980. The median year built is 1999, with a margin of error of seven years. Two in three occupied homes, 67.2%, are owner-occupied.
Building has kept going: 400 units went up from 2000 to 2009, 367 in the 2010s and 134 from 2020 on. The median owner-occupied value is $246,300. The Census also estimates Chandler’s population at 3,518 for 2020 to 2024, a five-year figure rather than a single-year count.
If yours is one of the 489 homes from before 1980, find out what repair work has already been done, and by whom. For the newer half, keep the builder’s paperwork and any engineer’s foundation design. It is your starting point if the house ever moves.
What does the Henderson County soil survey say?
That the county is split. The 1979 survey puts the eastern half on the western edge of the East Texas Timberlands, and the west-central part in the Texas Claypan area. The sandy Pickton-Wolfpen group, the county’s largest at 45%, is on the east side. About 32% is in map units where shrinking and swelling is a listed limit.
The survey’s words for Pickton-Wolfpen: “Potential for most urban uses of these areas, is medium. Corrosivity to concrete is the most limiting feature.” In a typical Pickton profile, according to the official series description, loamy fine sand runs 54 inches deep before a sandy clay loam subsoil begins.
This is a county-level picture. The survey describes broad map units, not lots, and we have not matched Chandler’s streets to its maps. A structural engineer’s evaluation is how you learn whether your own house is moving. Our soils guide compares all four counties.
Is Chandler on Lake Palestine?
We could not confirm that it is. Lake Palestine lies partly in southeastern Henderson County, but no official source we found says whether Chandler’s city limits reach the lake. If your lot is on or near the water, ask City Hall, the floodplain office for the city, about flood zones before foundation work starts.
Texas Parks and Wildlife places the lake on the Neches River 15 miles southwest of Tyler on Texas 155. It covers 25,560 acres, was impounded in 1962, and is controlled by the Upper Neches River Authority. The Handbook of Texas says it spans parts of Anderson, Henderson, Smith and Cherokee counties.
What if the house is outside Chandler’s city limits?
Then Henderson County is the government you deal with, and we found no county building permit office. The county’s Development and Floodplain Administration Office handles plats and floodplain matters outside cities. It is at 100 E Tyler Street, Room 302, in Athens, and its phone number is (903) 677-7242.
Its development form puts the burden on the applicant, reminding you to check “all requirements that may apply to any plat, construction plans, building permits, or any other requirements.” In practice, that means your contract, the engineer’s report and dated photos are the record of a repair outside town.
Before you hire anyone
Check the company yourself
Texas does not license foundation repair companies. Bills to create a license passed the Senate in 2011 and died in the House, and a second attempt in 2013 also failed (SB 1399, HB 613). So the checks that matter are yours to make. Each takes a few minutes.
- Ask who the engineer is. The Texas engineering board says working out why a foundation moved, or recommending how to repair it, is the practice of engineering (Advisory Opinion 43). Get the engineer's name and look up the license on the state roster.
- Check the plumber's license. If the job includes a plumbing test or a leak repair, the plumbing has to be done under a licensed plumber. Look the license up with the Texas State Board of Plumbing Examiners.
- Read the warranty before you sign. Get it in writing, see whether it transfers when you sell, and find the clauses that void it. Watering and plumbing conditions are the ones homeowners most often learn about too late.
- Ask who pulls the permit. Most cities here charge a permit fee for repairs, and Canton names foundation repair in its fee schedule. Unincorporated county land has no building permit at all. Our permit guide lists each office.
- Keep the paperwork. If a job goes wrong, Texas law makes you give the company written notice at least 60 days before you sue under the Deceptive Trade Practices Act (Bus. & Com. Code §17.505). Estimates, contracts, photos and emails are your record.

Tyler, about 11 miles away by road, publishes its permit fees and runs its own water utility, with a leak credit program. Athens, Henderson County’s other town on this site, amended its residential code to require a Texas-registered engineer’s seal on the foundations it covers.

Does Chandler require a permit for foundation repair?
We could not find out, because Chandler does not publish its building code or permit fees online. Call City Hall at (903) 849-6853 before work starts. Ask whether the job needs a permit, what it costs, and whether the city wants an engineer’s design. Then have the company confirm the answer in writing.
What does foundation repair cost in Chandler?
No Tyler-area company we checked publishes its prices, and no public dataset exists. Industry estimates run $5,000 to $25,000 for a slab repair with piers and $1,200 to $4,000 to re-shim or re-level a pier-and-beam house. Ask City Hall about any permit fee. Is the soil in Chandler sandy?
Henderson County’s east side is mostly sandy. The 1979 county survey says the Pickton-Wolfpen group covers 45% of the county, with corrosion of concrete, not shrink-swell, as its main limit. About 32% of the county, mostly west-central, is in shrink-swell soil units. The survey maps broad areas, so it cannot say what is under your house.
I live outside Chandler's city limits. Who do I call?
Henderson County’s Development and Floodplain Administration Office, at (903) 677-7242, handles floodplain matters and plats outside cities. We found no county building permit office. If the house might be in a flood zone, call before any digging. Otherwise, the paperwork you keep from the company and the engineer is your record.
